Can Rampage become champion once more?

I think Rampage can be so much more than he is right now. Its no secret that he hates to train and is quite lazy. I think if he was more hungry put more effort in training, he can easily be the best in the world and hold the title for quite some time. I feel like Rampage was never at his truly best(not counting when he was in pride). What are his chances of becoming champion and staying champion if he train much harder than he normally do?
