Is that corruption? ?

Let's say there's a doughnut store in an airport everyday you see a bunch of cops come in and order doughnuts and stuff but they don't pay for the items just because they're "cool" with a supervisor at the place. They spend literally hours just sitting there eating and talking smack. They would only come when they know this particular supervisor isn't off. Mind you the owner of the place is against any kind of freebies.
